Did you know that in February 25, 1985 the Philippine Flag has been revised?
This revision was initiated on an Executive Order Number 1010, s 1985 AMENDING EXECUTIVE ORDER NO. 23, DATED MARCH 25, 1936, ENTITLED “DESCRIPTION AND SPECIFICATIONS OF THE FILIPINO FLAG”.
This is signed by the late President Ferdinand Marcos with the purpose of correcting historical inaccuracy of The Philippine Flag as evidenced by the historical findings by the National Historical Institute (NHI) which undertakes research
and publication of Philippine historical works and educational activities on
historical events and personages; restoration, preservation and conservation of
movable and immovable objects of historical value; and implementation of the
National Historic Act of the Philippines (PD 260 and PD 1505); administration
of historic sites, structures and memorabilia of national heroes; and
implementation of Republic Act 8491 or “The Flag and Heraldic Code of the
Philippines.
The Findings of NHI:
The findings was the original flag designed by General Emilio Aguinaldo that was unfurled during the declaration of Philippine Independence in Kawit, Cavite on June 12, 1898, the shade of the color blue was lighter than the present dark blue being used in the making of Philippine flag; This initiates the EO 1010.
The confusion based on the article of the National Historical Commission is:
1. A daughter born in 1900 of the principal maker of the flag was made a witness to comment about the Original Philippine flag.
2. The witness did not personally see how the original flag was made but received stories from her mother throughout her life.
3. In 1919, the witness claims that their family was invited on an occasion and the flag was lifted. In this occasion she saw that the flag was dark blue.
4. Aguinaldo deposited the flag in the bank of Monte de Piedad later that year.
5. The flag was transferred on Baguio Museum. This is a Battle flag having a dark blue in color as prescribed by the Aguinaldo's family.
6. In 1930, a flag was returned to Aguinaldo and this was the flag were used in independence ceremony in Manila on 4 July 1946,
and the recognition of 12 June as independence day in 1964.
7. If the flag was returned only on 1930, the witness may have found the Aguinaldo's Battle flag same flag as in the Baguio Museum.
8. The quartermaster have run-out of color light blue cloth but instead used a dark blue cloth
After losing the original flag in Tayug, Pangasinan.
The whereabouts of the original flag is still in mystery.
Conclusion:
Through studies it appeared that the conflict in the shades of blue might have resulted from the alleged hasty preparations of the flag that was used for the Flag Day of March 26, 1920 following the repeal of the Flag Law.

This was the basis why the Pres. Ferdinand Marcos wanted to correct the Color of the Flag based on the flag that was used during the declaration of the Philippine Independence in Kawit, Cavite on June 12, 1898.
